Responsibilities:
Strategic Planning:
1. Organize to establish the strategic development plan and annual business plan of Research Institute
2. Grasp the development direction of each professional, participate the discussions of new technology, new variety and technical improvements for each professional and give suggestions
3. Organize to establish the new field of research objectives, decomposition of key techniques, propose the research technology methods, and become a feasibility report
Management of scientific research:
1. Organize to establish the scientific research management system and process, supervise and inspect the completion status of research projects
2. Participate the project demonstration of each professional, organize the project acceptance and identify the scientific and technological achievements, review and approve of related technical documents
Policy Research:
1. Responsible for study on national and provincial macro policies and Group company’s science and technology development trends
2. Guide the projects selection and declaration related works, and check them for final confirmation
The work of the Technical Committee:
1. Conduct technical committee work, organize the technical advice for major investment projects (including the construction of major projects, technology introduction etc.)
2. Organize and develop the academic activities within and outside the institute
Informatization Construction:
1. Organize to establish the overall planning of Informatization construction
2. Promote management process optimization and improvements, which is related to Informatization construction
Others:
1. Collaboration with Vice President of the institute, communicate the work with Vice President of the institute from time to time, provide the technical support for technical projects promotion
2. Other works assigned by the President
Requirements:
1. Major in Chemical Industry (Materials) or related professional
2. Professor or enterprise technology R&D Director, with experience in chemical industry scientific research work and over 4 years professional management experience, holding a senior engineer technical title, which is equivalent to a Professor level
3. With chemical expertise and operation skills, has a high level of English and computer skills, able to solve the professional technology problems, strong abilities on communication, organization and coordination, strong adaptability and decision-making ability
4. Have a forward thinking, able to accurately grasp the company’s long-term development objectives, lead the way in implementing the reform and opening up policies, actively promote enterprise strategic transformation, keen observation on changes in external competitive situation of scientific research, and able to see the opportunities and crisis from it
5. Able to extensively collect the information and assess them systematically, propose the scheme to solve the problems, and decidedly make the right decisions in time; the courage to change, and to take positive and effective ways to support and promote the actions for change
6. To correctly recognize the advantages/disadvantages and development potential of others, provide recommendations on career development of others, guide, lead and inspire others to achieve organizational goals together, able to clearly express own point of view and clearly understand the point of view of others, can absorb different opinions and persuade others to adopt the correct opinion as well as take the right action
